    (SB 30)  heads to its first House committee hearing today, Abortion Free New Mexico (AFNM) says a clear pattern has emerged in New Mexico: when abortion-related oversight questions arise, transparency contracts rather than expands.

    “For years, whenever we uncover abortion-related injuries or raise questions about aborted babies used in medical research, the response isn’t investigation — it’s obstruction,” said Tara Shaver, spokesperson for Abortion Free New Mexico. “If there is nothing to hide, why is transparency always the first thing to go?”

    AFNM points to three areas where access to public information has contracted: emergency response records, university procurement documentation, and statewide abortion reporting data.

    🚨​Emergency Records: 911 Calls No Longer Released Under Current Democrat Leadership

    After documenting emergency transports from abortion facilities, AFNM submitted public records requests seeking redacted 911 recordings from the City of Albuquerque.Under the current Democrat leadership of the City of Albuquerque, certain redacted 911 recordings are no longer being released.

    “It is unknown what injuries were incurred because the City of Albuquerque refuses to release redacted 911 calls,” Shaver previously stated.

    Without access to those records, AFNM says the public cannot independently assess the nature or severity of medical emergencies occurring at facilities operating openly within the city.

    Transparency should not depend on who holds office,” Shaver said. “When access to basic emergency records contracts, public confidence erodes.”

    AFNM says the shift away from releasing redacted emergency records represents a significant contraction in public transparency and limits independent verification of injury-related incidents.

    🏛 University Records: Federal Subpoenas Required

    A dispute involving the University of New Mexico (UNM) escalated to federal scrutiny 

    during the 2016 U.S. House Select Investigative Panel on Infant Lives inquiry.Public records requests sought fetal tissue procurement documentation related to UNM’s Health Sciences Center and Southwestern Women’s Options (SWWO). UNM declined to provide certain requested materials, stating that documents either did not exist or were not subject to disclosure under state law.​

    At the time, Tara Shaver criticized the university’s public-records responses.

    “I think they lack transparency, and it’s because they have things to hide,” Shaver said at the time. “If you don’t have anything to hide, you’re going to put it all out there and show just how ethical you are.”

    The dispute became part of the 2016 U.S. House Select Investigative Panel on Infant Lives inquiry.

    Albuquerque, New Mexico — In a 24–15 vote, the New Mexico Senate passed SB 30, repealing the state’s abortion reporting requirement. Notably, senior Democrat Senator Pete Campos voted with Republicans against the bill.

    SB 30 eliminates a statute that currently requires all abortions induced in the state to be reported within five days to the state registrar, either by the institution in which it was performed or by the attending physician if performed outside of an institution.​

    The reporting requirement does not publish patient names. It exists for statistical, public health, and oversight purposes.

    Now it will be gone.

    At the same time, many of the same lawmakers advancing SB 30 have supported sweeping new regulatory burdens on law-abiding gun owners and firearm dealers under SB 17 — arguing that compliance costs, operational mandates, and equipment restrictions are justified for “public safety.”

    Abortion Free New Mexico says the contrast is impossible to ignore.

    “New Mexico Democrats are saying security mandates and heavy compliance rules are perfectly reasonable for gun dealers — but a five-day reporting form for abortion providers is suddenly ‘too burdensome,’” said Tara Shaver, spokesperson for Abortion Free New Mexico.

    “If paperwork is accountability when it comes to firearms, why is paperwork oppression when it comes to abortion? The inconsistency speaks for itself.”

    Below is a breakdown of what SB 17 imposes on gun dealers versus what SB 30 repeals for abortion providers.

    A Vote Against Transparency

    Under current law, abortion providers must submit basic procedural data to the state registrar within five days. SB 30 repeals that requirement entirely — without replacing it with any new oversight mechanism.

    Supporters framed the repeal as necessary to protect providers from harassment and administrative burden.

    Opponents warned it eliminates one of the last remaining abortion oversight statutes in New Mexico.

    During floor debate, Senator Gabe Ramos (R) and Senator Jay Block (R) delivered strong speeches opposing the bill, raising concerns about transparency, public accountability, and the precedent of erasing reporting requirements rather than enforcing them.

    Under SB 17, firearm dealers may face new security mandates, physical upgrades, inventory requirements, and sales restrictions — all defended as necessary safeguards.

    Under SB 30, abortion providers are relieved of even submitting basic statistical reports.

    Abortion Free New Mexico says the message from lawmakers is clear:

    Heavy regulation is acceptable — even celebrated — when applied to constitutionally protected gun ownership.​

    But minimal reporting becomes “too burdensome” when applied to the abortion industry.

    ​“If Democrats truly believe regulation protects the public, they should apply that principle consistently,” said Shaver.

    “Instead, we are watching accountability erased for one industry while expanded for another. That is not neutral governance. That is ideology.”

    “If it wasn’t for double standards, New Mexico lawmakers would have no standards at all.”

    Both SB 30 and SB 17 have now passed the New Mexico Senate and face upcoming committee hearings in the House of Representatives.

Yet instead of strengthening transparency and safeguards, lawmakers have moved to hide abortion data from the public.

    “Our leaders are inviting abortion tourism while stripping away the public’s ability to see what’s happening inside these facilities,” Shaver said. “That combination should alarm everyone.”

    Federal Outreach Met with Silence

    AFNM recently contacted members of New Mexico’s federal delegation requesting review and oversight of the state’s abortion regulatory framework — including the lack of facility licensing, inspections, and public reporting.

    Only one member of the delegation responded, and that response did not address the substance of the concerns raised.

    The remaining members did not respond at all.

    Albuquerque, New Mexico — Abortion Free New Mexico (AFNM) criticized U.S. Senator Martin Heinrich (D) for failing to address documented abortion clinic inspection and patient-safety gaps in New Mexico, despite being the only member of the state’s federal delegation to respond to AFNM’s formal request for federal oversight review.

    AFNM recently contacted New Mexico’s U.S. Senators and Representatives requesting federal review of a documented regulatory inconsistency: abortion clinics in New Mexico are not licensed as healthcare facilities and are not subject to routine facility-level health inspections, even though abortion is publicly described as “healthcare” and despite documented patient injuries, emergency transports, and agency confirmations.

    Senator Heinrich issued a written response dated January 29, 2026. However, his letter did not address the oversight and inspection concerns raised, instead offering generalized commentary on abortion policy and unrelated civil-rights topics.

    “Senator Heinrich responded — but he did not answer the question,” said Tara Shaver, spokeswoman for Abortion Free New Mexico. “We did not ask for policy talking points. We asked why abortion clinics are exempt from the same routine inspections that protect patients in every other healthcare setting. That question remains unanswered.”

    To date, no other member of New Mexico’s federal delegation has responded to AFNM’s request.

    At the state level, the only legislative action taken by New Mexico lawmakers has been Senate Bill 30, which advanced through its first committee on a party-line vote of six Democrats in favor and four Republicans opposed, after the bill’s sponsor, Senate Majority Leader Peter Wirth (D), admitted during testimony that the state’s abortion reporting law is being ignored, and Democratic members voted to eliminate the reporting requirement rather than enforce it.

    “If our claims were wrong, transparency would settle it,” Shaver said. “SB-30 moves in the opposite direction by restricting public access to abortion data. Instead of enforcing existing reporting laws, lawmakers chose to erase them. That is not accountability — it is the removal of public oversight.”

    Organizations including Planned Parenthood have testified in support of limiting public reporting and reducing oversight related to abortion in New Mexico. That lack of transparency does not benefit women — it benefits providers and the abortion industry.

    When injuries occur, accountability matters. In every other regulated sector — whether healthcare, food service, or any licensed business — facilities that injure or endanger people are investigated and, when necessary, shut down. Abortion facilities should not be exempt from those same expectations.

    Abortion Free New Mexico has documented more than 50 abortion-related injuries, including a patient death, using public records obtained from state agencies. Transparency protects patients. Exemptions protect providers.

    ​Shaver emphasized that the issue before lawmakers is not ideology, but whether healthcare oversight standards are being applied consistently.

    “Healthcare regulation depends on licensing, inspections, and enforcement,” Shaver said. “In New Mexico, abortion clinics are publicly framed as healthcare providers while being exempted from the very systems that define healthcare oversight. That contradiction has not been explained or justified.”

    AFNM’s public-records documentation shows that abortion clinics in New Mexico:

    • Are not licensed as healthcare facilities
    • Are not subject to routine health inspections
    • Operate without a consistent enforcement mechanism
    • Continue operating despite documented injuries and emergency transports

    “If abortion is healthcare, it should be regulated like healthcare,” Shaver added. “Patients should not lose basic safety protections because a procedure is politically protected. Transparency and inspections would either confirm compliance — or reveal problems that need to be addressed.”

    oppose Senate Bill 30 (SB 30), a bill that would repeal an existing abortion reporting provision in New Mexico’s Vital Statistics Act without replacing it with any alternative transparency or oversight requirements.SB 30 would eliminate a statutory abortion reporting requirement outright, removing a public-record tool used to track abortion-related data in New Mexico. The bill does not reform reporting, modernize it, or provide substitute disclosure standards. It erases the requirement entirely.

    AFNM warns that repealing abortion reporting at this moment raises serious concerns, particularly given what the public record already documents.

    “If malpractice liability is driving doctors away, the solution cannot be to exempt one category of care from safety standards while demanding reform everywhere else,” Shaver said. “You don’t reduce liability by removing oversight — you reduce liability by preventing harm.”

    Physicians Are Leaving New Mexico

    At the same time, licensed physicians and healthcare professionals are leaving New Mexico, citing an increasingly hostile environment for ethical medical practice — one where abortion is shielded from oversight while legitimate providers face heightened regulatory pressure, liability risk, and declining professional standards.

    “Healthcare requires standards, inspections, and accountability — and it does not maim or kill,” said Tara Shaver, spokeswoman for Abortion Free New Mexico. “Abortion fulfills none of those requirements in New Mexico, yet it is repeatedly labeled ‘healthcare’ while being exempt from the rules that govern real medicine.”

    Shaver said the issue ultimately comes down to honesty and accountability.

    “This is not about ideology,” Shaver said. “It is about whether words still mean anything. If abortion is healthcare, then it should be held to healthcare standards. If abortion facilities cannot meet those standards, they should not receive taxpayer funding and should not be allowed to continue operating without accountability.”

    “When government protects one industry at all costs — even when patients are harmed — it undermines trust in the entire healthcare system,” Shaver said. “Families lose confidence, doctors leave, and standards erode.”

    Every church community has the privilege of standing for life — not only by speaking truth, but by extending compassion, hope, and practical support to women and families facing difficult decisions.

    God Is Moving — Lives Are Being Saved

    As we begin 2026, we are already witnessing God’s hand at work in powerful ways.

    So far this month, Abortion Free New Mexico’s sidewalk outreach teams have helped three mothers choose life for their babies. These moments are why our teams remain faithful, prayerful, and present.

    Here are a few glimpses of what God has done:

    • A New Mexico couple encountered our volunteers praying outside an abortion facility. After seeing the love and peace of those praying, they came back out and shared that they had chosen life for their baby.

    • A woman who traveled from Texas arrived in Albuquerque seeking an abortion. Initially overwhelmed and resigned, she spoke with one of our mentors who lovingly shared the truth about abortion’s harm to women, God’s design for life, and the hope found in obedience to Him. She was assured she would not be judged, but supported. Within minutes, she returned with a smile, called for a ride back to the airport, and chose to keep her baby. She left with an Embrace Grace Love Box and ongoing support.

    • Another mother reached out on a Saturday, hoping for a free ultrasound. Although local pregnancy centers were closed, she returned to her home state — and soon after shared that she had decided to keep her baby.

    These are not statistics.

    These are mothers, babies, and families forever changed.

    Albuquerque, New Mexico — As the 2026 New Mexico Legislative Session begins January 20, Abortion Free New Mexico has released a comprehensive report documenting a longstanding regulatory gap in state healthcare policy: abortion clinics in New Mexico are not subject to routine health inspections under state law, even as abortion volume and out-of-state patient travel continue to increase.

    The report, titled New Mexico’s Abortion Oversight Gap: Expanded Access Without Routine Health Inspections, compiles more than a decade of public records, emergency response data, court filings, and investigative reporting related to abortion-related injuries, medical emergencies, and patient harm in New Mexico.

    “New Mexico has made deliberate policy choices to expand abortion access and welcome out-of-state patients, while simultaneously exempting abortion clinics from routine health inspections,” said Tara Shaver, spokeswoman for Abortion Free New Mexico. “Our report documents the real-world consequences of that contradiction and raises serious questions about patient safety.”

    According to the report, more than 50 abortion-related injuries and medical emergencies have been identified in New Mexico since 2010, including at least one documented patient death. None of these incidents were uncovered through a routine inspection process, because abortion clinics are not placed on a regular inspection cycle comparable to hospitals, nursing homes, or ambulatory surgical centers.

    The report also clarifies that while some abortion facilities maintain federal Clinical Laboratory Improvement Amendments (CLIA) certification, CLIA applies only to laboratory testing standards and does not evaluate abortion procedures, facility conditions, infection control, emergency preparedness, or overall patient safety.

    “This is not a debate about abortion access,” Shaver emphasized. “It is a question of whether the state applies basic, consistent health and safety standards across medical facilities. Routine inspections are a baseline safeguard. Abortion clinics remain exempt by policy choice.”

    Political Control and Accountability Context

    New Mexico’s abortion oversight framework exists within a broader political environment characterized by unified Democratic control across all major branches of state government.

    As of the current legislative session:

    • New Mexico Senate (42 seats): 26 Democrats / 16 Republicans
    • New Mexico House of Representatives (70 seats): 44 Democrats / 26 Republicans
    • U.S. House of Representatives (New Mexico – 3 seats): 100% Democratic
    • U.S. Senate (New Mexico – 2 seats): 100% Democratic
    • New Mexico Supreme Court: 5 Democrats (5 of 5 justices)

    “History suggests that policymakers who prioritize abortion access above all else are reluctant to impose routine oversight on abortion facilities, even when safety concerns are documented,” Shaver said. “That doesn’t mean reform is impossible — but it rarely happens without sustained public scrutiny.”

    Because New Mexico’s abortion oversight framework is a product of unified legislative and executive control, accountability for correcting documented failures rests with the same policymakers who enacted the current system.

    Legislative Authority and Responsibility

    “As the Legislature considers healthcare priorities during the 2026 session, policymakers have an obligation to examine abortion clinic oversight statutes in light of what the public record already shows,” said Shaver.

    “Documented injuries, medical emergencies, and the absence of routine health inspections are not abstract concerns — they are measurable outcomes of policy choices. When facilities are exempt from baseline oversight, risks are addressed only after harm occurs. The Legislature has the authority to review this framework, and with that authority comes responsibility.”

    Albuquerque, New Mexico — Abortion Free New Mexico is sounding the alarm over the rapid expansion and increasingly aggressive use of so-called “legal observers,” a tactic now deployed across multiple enforcement and public-order contexts — including lawful federal immigration operations and peaceful pro-life sidewalk counseling outside abortion facilities.

    Originally presented as neutral monitors, legal observer programs have increasingly evolved into activist tools used to escalate encounters, provoke law-enforcement intervention, and suppress constitutionally protected activity.

    Recent national attention has focused on a tragic and fatal incident involving Immigration and Customs Enforcement (ICE), now under investigation, in which a woman acting as a legal observer was killed following an encounter with ICE agents. Abortion Free New Mexico extends its sincere condolences to the woman’s family and loved ones, recognizing the loss of life as a profound tragedy.

    At the same time, the incident underscores an unavoidable reality: escalating resistance, interference, or confrontation during lawful law-enforcement activity carries serious and sometimes irreversible consequences.

    “We grieve the loss of life in the recent ICE incident, and our hearts go out to the family affected,” said Tara Shaver, spokeswoman for Abortion Free New Mexico.

    “But tragedy does not erase responsibility. When activist tactics are designed to escalate confrontation with law enforcement — whether at immigration operations or abortion clinics — the risk of serious harm rises dramatically.

    Peaceful speech should never be treated as a crime, and neither should lawful ICE activity. Our volunteers stand on public sidewalks offering help, prayer, and hope. Yet they are increasingly targeted by legal observers whose goal is not neutrality, but suppression, intimidation, and arrest.

    Peaceful Speech and Lawful Enforcement Are Not Crimes

    Abortion Free New Mexico affirms that:

    • Peaceful pro-life speech is not a crime

    • Monitoring must never become provocation

    Across New Mexico, trained legal observers increasingly position themselves at abortion facilities with the explicit intent of targeting peaceful pro-life sidewalk counselors — individuals who are not obstructing access, not threatening anyone, and not violating the law.

    Instead, these counselors are engaged in First Amendment-protected activity, offering compassion, information, and practical help to women facing crisis pregnancies.

    Legal Observers Used to Escalate, Not De-escalate

    At abortion clinics, legal observers are routinely observed:

    • Closely surveilling peaceful counselors
    • Documenting identities and interactions
    • Pressuring law enforcement to intervene
    • Attempting to manufacture citations or arrests
    • Creating records designed for future complaints or litigation

    These tactics have repeatedly turned calm, lawful encounters into unnecessary confrontations, placing counselors, law-enforcement officers, and bystanders at risk.

    This same escalation model — now increasingly visible in immigration-enforcement contexts — reflects a broader activist strategy that treats enforcement itself as illegitimate and seeks to provoke confrontation rather than promote safety or dialogue.

    A Pattern With Serious Consequences

    “We have watched a disturbing shift over the last several years,” Shaver added.

    “Legal observers are no longer neutral witnesses. At abortion facilities, they function as activist enforcers whose goal is to intimidate peaceful pro-life sidewalk counselors, provoke police involvement, and manufacture arrests where no law has been broken.

    Our volunteers are there to offer compassion, resources, and hope. Instead, they are increasingly met with coordinated efforts to silence them through harassment, surveillance, and legal pressure. What we are seeing at abortion clinics mirrors the same activist tactics now being directed at ICE — and it raises serious concerns about public safety, free speech, and the rule of law.”

    Peaceful speech is not a crime. Lawful ICE activity is not a crime. From abortion clinics to immigration enforcement, activist “legal observer” tactics are increasingly being used to escalate, provoke, and suppress lawful activity — with serious consequences.

    Albuquerque, New Mexico — New Mexico currently has zero Republican representation in the United States Congress, leaving millions of residents without a single federal advocate willing to challenge entrenched corruption, demand accountability, or defend basic safeguards in matters involving human life, public health, elections, and the rule of law.

    This absence of representation did not occur organically. It followed the enactment of partisan congressional redistricting maps that dismantled New Mexico’s only Republican-held district, effectively engineering a one-party congressional delegation. Through redistricting, communities with distinct political, cultural, and regional identities were divided and absorbed into heavily Democratic districts, ensuring the elimination of meaningful opposition representation at the federal level.

    The result is a state delegation entirely insulated from dissent — and a population stripped of political recourse in Washington.

    With one-party control now consolidated across the legislature, executive offices, judiciary, regulatory agencies, and congressional delegation, New Mexico has become a national outlier — a state where abortion is effectively unregulated, election verification does not require proof of citizenship or residency, and even congressional criminal referrals involving aborted baby body parts have been rejected without prosecution.

    Abortion Free New Mexico (AFNM) is calling on Senate Republican Leader John Thune and the broader Republican delegation to act decisively by advancing the SAVE Act, ending the filibuster if necessary, and restoring transparency, verification, and enforcement mechanisms that New Mexico has systematically weakened and dismantled.

    “New Mexico is what happens when ideology replaces law,” said Tara Shaver, spokeswoman for Abortion Free New Mexico.“Oversight disappears, enforcement collapses, and powerful interests are protected while women, children, and the public are left unprotected.”

    Federal Lawsuit Over Election Rolls Highlights Accountability Crisis

    Adding to New Mexico’s collapse in accountability, the U.S. Department of Justice — under the Trump administration — has filed federal lawsuits against New Mexico and other states seeking to compel the disclosure of complete, unredacted statewide voter registration rolls, including names, dates of birth, addresses, and driver’s license or Social Security information, which the DOJ argues are required under federal election laws. 

    New Mexico officials have resisted the demand for full voter data, citing state privacy statutes and constitutional authority over election administration.

    “When a state refuses to allow verification of its own voter rolls and is then sued by the federal government over it, that confirms what many citizens already know — the rule of law in New Mexico is no longer consistent or transparent,” Shaver said.

    Complaints Filed — Accountability Removed

    For more than a decade, Abortion Free New Mexico and its leadership have filed formal complaints, sworn statements, and public records requests with state agencies including the New Mexico Nursing Board and the Environment Department, documenting:

    • Allegations that non-physicians performed abortion procedures
    • Abortion-related injuries requiring emergency medical care
    • Unsafe clinic conditions and improper handling of aborted babies remains as biohazard waste
    • Failures in informed consent, especially involving minors and out-of-state patients

    Despite these filings, no meaningful enforcement actions followed. No licenses revoked. No comprehensive investigations. No public accountability.

    “We documented violations. We filed complaints. We followed the process,” Shaver said. “And instead of enforcing the law, the state chose to eliminate it.”

    Legislature Repealed Criminal Abortion Law After Complaints Were Filed

    In 2021, following years of documented complaints, the New Mexico Legislature repealed the state’s 1969 criminal abortion statute, eliminating criminal penalties and one of the last statutory guardrails governing abortion.

    After repeal, abortion in New Mexico became governed almost entirely through administrative rules — without criminal enforcement mechanisms and without clear statutory physician-only requirements, unless enforced by agencies that have repeatedly declined to act.

    “Rather than respond to evidence with oversight, lawmakers removed the law itself,” Shaver said. “That repeal sent a clear message: abortion providers would be shielded, not scrutinized.”

    Congressional Findings: Trafficking and Research Using Aborted Baby Body Parts

    ​The accountability collapse deepened when the New Mexico Attorney General declined to pursue a criminal referralfrom the U.S. House Select Panel on Infant Lives.
    Following a multi-year investigation involving subpoenas, sworn testimony, internal documents, and financial records, the congressional panel referred Southwestern Women’s Options (SWO) — the nation’s largest late-term abortion facility — and the University of New Mexico (UNM) for potential criminal violations related to the procurement, transfer, and research use of aborted fetal body parts.

    According to the panel’s findings, documents indicated:

    • Aborted babies’ organs and tissue were transferred from SWO to UNM
    • UNM researchers used aborted baby body parts for experimentation and research
    • Whole brains from aborted babies were admittedly used for dissection by “summer camp” students.
    • Financial and logistical arrangements raised concerns about illegal trafficking and prohibited transactions
    • The primary goal of UNM’s partnership with Southwestern Women’s Options was to increase the volume of second trimester abortions, in order to provide the UNM Health Sciences Center with an ample supply of aborted infant remains for “research” and other purposes.
    • The Select Investigative Panel agreed with Shaver’s conclusions that New Mexico’s Spradling Act was violated.

    ​Despite the federal referral, the New Mexico Attorney General rejected the case, and no prosecution or enforcement action followed.

    “There will never be justice in New Mexico until leaders, lawmakers, and law enforcement officials stop propping up a failing abortion industry whose grisly trade harms the most vulnerable members of our communities,” said Tara Shaver, spokeswoman for Abortion Free New Mexico. “When Congress refers credible evidence of trafficking and experimentation using aborted children and the state refuses to act, that is not discretion — it is protection.”

    Weak Election Safeguards and Collapse of the Rule of Law

    AFNM warns that the same political culture protecting the abortion industry has also weakened election safeguards.

    Under current New Mexico law, voters are not required to present documentary proof of U.S. citizenship or proof of residency when registering, relying instead on self-attestation. In parallel, New Mexico has adopted policies allowing non-U.S. citizens — including individuals without lawful immigration status — to obtain licenses to practice law, following a rule change by the New Mexico Supreme Court.

    “When citizenship, elections, medical oversight, and criminal enforcement are all treated as optional, the rule of law collapses,” Shaver said.

    Call for Immediate Senate Action

    Out-of-State Abortion Surge ContinuesMore than 14,000 Texans traveled to New Mexico in 2023 to obtain abortions, and an estimated 71% of all abortions in the state are now performed on women who do not live in New Mexico. This massive influx has transformed the state into what Abortion Free New Mexico leaders describe as an “abortion tourism pipeline.”

    The Guttmacher Institute reports that although total numbers dipped slightly in 2024, 12,700 non-residents still traveled to New Mexico for abortions—one of the highest rates in the nation.

    “The sheer scale of national and Texas-based funding pouring into New Mexico is alarming. We are witnessing a coordinated, multi-million-dollar effort to fly women—many of them vulnerable and in crisis—across state lines into an industry that profits from ending innocent lives. New Mexico is being targeted and exploited as the abortion capital of the United States. This is not compassion, and it is certainly not healthcare. It is a tragic abuse of women and an assault on our communities. New Mexico must not be used as a dumping ground for abortions that other states have rightly rejected.”

    Albuquerque, New Mexico- Earlier this year, Abortion Free New Mexico strategically placed three billboards—two digital and one static—along major roadways in Texas to combat abortion tourism. The featured website, PregnancyHelpToday.com, has now received more than 800 visits, meaning that hundreds of women traveling to New Mexico for abortions have potentially been connected with life-affirming resources they may not have otherwise known about.

    Together, the billboards generate an estimated 550,000 impressions per week based on their locations.

    PregnancyHelpToday.com was created to provide life-saving resources, information, and financial assistance to pregnant women nationwide. The financial support is made possible through Abortion Free New Mexico’s Life Fund initiative.

    • The Life Fund meets the emergent financial needs of pregnant women in crisis. When a pregnant woman needs help paying rent, utility bills, childcare and other miscellaneous needs that often make women feel like an abortion is the only answer, the Life Fund is there to support her.

    “The primary message of our billboard campaign is to encourage Texas women to turn around and not come to New Mexico to end the lives of their preborn children. We also want women to understand that their state’s pro-life laws are designed to protect both them and their babies from the tragedy of abortion.     Abortion Free New Mexico has helped 26 pregnant mothers over the past 22 months choose life for their babies at Albuquerque abortion centers. Their dedicated team of more than 40 volunteers ministers six days a week at five Albuquerque abortion facilities, offering mothers the hope of Jesus Christ and the promise of real, tangible support throughout their pregnancies and beyond.

    Albuquerque, New Mexico- Abortion Free New Mexico sidewalk teams have confirmed that two mothers chose life for their babies in the past two weeks. There are so many mothers that come to abortion centers that just need encouragement to turn away from ending the lives of their babies. Our teams are ready to offer prayer, tangible resources, and a mentor to walk with them through their pregnancy and beyond. We rejoice in these lives saved and ask for your continued prayers on behalf of these mothers. 

    Here are their stories:

    On a Tuesday outside Southwestern Women’s Options, a late-term abortion center, a couple went inside. As they entered, they heard volunteers calling out and offering help, and they noticed a sign listing the many ways assistance was available. Shortly after, the couple came back out to speak with the sidewalk counselors and said they couldn’t go through with the abortion. They were prayed over and given resources for their home state of Texas. Before leaving, they told the team, 

    “You answered our parents’ prayers.”

    The parents of this young couple had been praying they wouldn’t go through with the abortion—and because volunteers were there, they didn’t. Praise God!

    On a Saturday, a couple was seen outside the Whole Woman’s Health abortion center. They appeared hesitant to go inside, so the team offered them resource packets to look over. The couple then told us they had changed their minds, saying, 

    “It just didn’t feel right, and we’re leaving.”

    Public prayer is a powerful tool—it can soften hearts and show those seeking abortions that we truly care for them.

    ​Albuquerque, New Mexico- On Thursday, October 2, 2025 a two-day emergency special session of the New Mexico legislature abruptly ended. New Mexico Democrats hijacked the session to force taxpayers to fund Planned Parenthood and to alter vaccine requirements under the New Mexico Department of Health, defying federal recommendations.

    Despite efforts by New Mexico Republicans to use the emergency session primarily to address crime—a key point of contention for Senator Jay Block and other Republican lawmakers—Governor Michelle Lujan Grisham limited the agenda to other issues, excluding proposals related to crime prevention, public safety, education and difficulties accessing legitimate healthcare providers.

    In fact, before the New Mexico special session began—and as the U.S. Supreme Court affirmed that states may cut off funding to Planned Parenthood while the Trump administration worked to end its Medicaid funding—Governor Michelle Lujan Grisham stubbornly declared:

    “New Mexico will not abandon women and families when Republicans in Washington fail them. Access to comprehensive reproductive healthcare is a fundamental right and a public health necessity. That’s why we’re directing state resources to ensure Medicaid patients continue receiving the full spectrum of reproductive health services through Planned Parenthood and other qualified providers without interruption.”

    During this brief emergency session, New Mexico Democrats moved to cover the costs that the federal government recently stripped from Planned Parenthood, the nations largest abortion provider, effectively keeping their doors open at state taxpayers’ expense.

    According to KUNM,

    “House Republicans expressed fierce opposition to a $3 million earmark in the bill for nonprofit health care providers. That funding could flow in part to Planned Parenthood, which performs abortion services and has seen its federal funding cut by the Trump administration.”

    Another tragic reality that came to light during this emergency session is that, due to the New Mexico Democrats’ radical expansion of abortion services, there were more abortions in 2023 than live births in the state during both fiscal years 2023 and 2024.

    This was revealed by Senator Jim Townsend in a post on X.

     This reality was confirmed by ChatGPT:

    Vaccine Mandate

    New Mexico Democrats also used this emergency session to bypass federal standards regulating vaccines and placed them under state control.

    Here is an analysis of Senate Bill 3 by KUNM, 

    “The bill would shift the standard for children’s immunization requirements, as well as recommendations for the statewide vaccine purchasing program and mandatory insurance coverage, away from federal bodies like the Advisory Committee on Immunization Practices, or ACIP, to state authorities like the New Mexico Department of Health, and physician groups like the American Academy of Pediatrics.  

    U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. — who made sweeping changes to federal vaccine policy this year — fired all 17 members of ACIP in June and replaced them with his own appointees.  

    The legislative measure faced opposition from some Republicans, including Sen. Jay Block, R-Rio Rancho, who told the Senate that conflicting data from multiple authorities would increase vaccine skepticism.” 

    Despite fierce opposition from minority Republican legislators and many New Mexican families, this legislation passed along party lines.

    According Vince Torres, former Chief of Staff of the New Mexico Senate Republicans,

    “Under this proposal, it appears NM children could be forced to get vaccines not required anywhere else in the country. 

    It’s also concerning that a private group like AAP [American Academy of Pediatrics], which is vulnerable to heavy lobbying pressure from pharmaceutical companies, would be given such tremendous influence over NM’s vaccine schedule.”

    Torres continued,

    ‘It’s also worth noting that the AAP, whom we would be taking vaccine direction from, has gone on record saying religious exemptions should be abolished.”

    Criticism of vaccine requirements includes concerns about the high doses administered to infants, which some claim may have contributed to the rise in Sudden Infant Death Syndrome (SIDS), autism, pediatric cancers, other chronic illnesses, and more recently, pregnancy complications linked to the COVID-19 vaccine.

    According to the Pinon Post,

    “Ultimately Democrats passed all five bills: House Bill 1, appropriating $162 million in spending; House Bill 2, expanding subsidized insurance coverage; Senate Bill 1, broadening rural-health grants; Senate Bill 2, restoring Metro Court jurisdiction in competency cases; and Senate Bill 3, a controversial rewrite of the state’s vaccine-policy framework.”

    Tara Shaver, spokeswoman for Abortion Free New Mexico issued the following statement,

    “New Mexico Democrats are completely out of touch with average Americans. Most people do not want their tax dollars funding abortions, and they want greater control over their own health decisions and those of their children. Parents—not the government—are best suited to determine what is in their children’s best interests regarding health and vaccines. The hypocrisy of New Mexico Democrats is laughable. They speak out of both sides of their mouths—claiming to care about families and children when addressing vaccine policies, while simultaneously funding abortions, the literal killing of children across the state with New Mexico tax dollars.”

    Albuquerque, New Mexico- Abortion Free New Mexico sidewalk volunteers were able to help two mothers choose life for their pre-born babies at Southwestern Women’s Options abortion center in Albuquerque. The first mother, from New Mexico, was being heavily pressured by her boyfriend to have the abortion. A sidewalk counselor earnestly spoke with the father of the pre-born child at length about the dangers and risks of abortion, development of the baby, a promise to walk with them through the pregnancy and the spiritual implications of abortion. Upon exiting the abortion center the pregnant mother embraced the sidewalk volunteer that had been so instrumental in helping the father change his mind to embrace their child.

    The second mother, also from New Mexico, is a 16 year old minor that was brought to the abortion center by her father. As a high school student, she felt like she wasn’t ready to be a mother. However, her boyfriend and parents are very supportive of her keeping the baby. After she changed her mind, a sidewalk volunteer took this family to lunch and to the local pregnancy center where she obtained a free pregnancy test and ultrasound.

    Abortion Free New Mexico volunteers are committed to making sure that she and her baby have everything they need on her pregnancy journey. 

    Every pre-born life is precious and created in the image of a holy God. We praise Him for answering our prayers and opening the hearts of these mothers. Sometimes all that these women need to hear is that there is a better way and that we will walk through this journey with them. Sidewalk counselors are invaluable, they truly are the last line of defense in our community, as they sacrificially serve and minister to mothers and families from all walks of life with love and compassion,” stated Tara Shaver.

    Volunteers are always needed to cover more hours and to be able to reach even more women. We believe that every woman seeking an abortion in our city deserves to know that God cares for her, loves her baby, that there are so many resources available to her and that ending the life of her child through abortion is never medically necessary.

    ​Albuquerque, New Mexico- On Friday, September 12, 2025, Abortion Free New Mexico received footage showing a woman who was apparently injured during an abortion at the Albuquerque Planned Parenthood. Her condition is currently unknown. A van with Texas license plates followed the ambulance to the hospital. 

    Over 95% of out-of-state women obtaining abortions in New Mexico are coming from Texas.

    Here are some troubling facts about abortion in New Mexico. 

    • In 2023, 14,200 women from Texas traveled to New Mexico, to bypass their own states laws, and had their pre-born babies killed.
    • New Mexico does not license or inspect abortion clinics as Ambulatory Surgical Centers in the same way many states regulate facilities that provide abortions.
    • New Mexico no longer requires by law that only licensed physicians provide abortions. The 1969 statute with that restriction was repealed in 2021 (SB 10). 
    • There’s no New Mexico law explicitly requiring abortion clinics to call 911 in every injury/complication. This makes it difficult to document abortion injuries for public accountability.
    • In 2022, a $1.265 million wrongful death and medical malpractice settlement was reached against The University of New Mexico (UNM) and Southwestern Women’s Options after allegations that the clinic instructed a woman not to seek emergency care or call 911 if complications arose, but to instead call the clinic’s answering service, which ultimately resulted in her death. 
    • Texas minors can obtain abortions in New Mexico without any parental involvement.
    • Over 50 abortion related injuries have been documented by Abortion Free New Mexico leaders.

    “In light of this most recent emergency at the Planned Parenthood megacenter in Albuquerque, in which a Texas woman was apparently injured, Abortion Free New Mexico leaders are requesting that Texas Governor Greg Abbott declare a state of emergency to warn Texas women of the dangers posed by traveling to New Mexico for an abortion.

    This is a public health crisis that may require public alerts to be issued or more extreme measures to be taken to prevent Texas women from obtaining abortions in New Mexico. While some Texas women are needing emergency medical care while in New Mexico, how many are requiring medical intervention upon returning to their home state after an abortion complication arises? Abortion Free New Mexico is very concerned about the lives of Texas babies that are being murdered and the mothers being injured in the process.”

    ​Albuquerque, New Mexico- Bud and Tara Shaver, leaders of Abortion Free New Mexico, are deeply grieved by the tragic and violent assassination of Charlie Kirk yesterday at Utah Valley University.

    They issued the following statement,

    “Our prayers and deepest condolences go out to Charlie Kirk’s family and closest friends. His death hits particularly close to our hearts as we began our pro-life ministry in 2007 on college and highschool campuses engaging in peaceful public dialouge and debate. We have long stood as unwavering advocates for the First Amendment rights guaranteed by the U.S. Constitution. Although our outreach has moved beyond college campuses, our ministry remains actively engaged on the frontlines—now standing outside abortion facilities in Albuquerque, a city recognized as one of the most violent in the world.

    May Charlie rest in the peace of Christ. As believers, we take comfort in the words of Philippians 1:21: ‘To live is Christ, and to die is gain.’ May his death ignite a renewed boldness in every follower of Jesus—to contend earnestly for the faith, confront the darkness, and defend the innocent in our nation.

    Political violence has no place in the United States of America. While we may ardently disagree, our democracy depends on peaceful dialogue, mutual respect, and the rule of law.”

    Albuquerque, New Mexico- On Saturday August 16, Abortion Free New Mexico volunteers arrived at the Whole Woman’s Health abortion center in Albuquerque to encourage moms with hope and help. Upon arrival the Water Authority was present and informed volunteers that the building had no running water. 

    About an hour later one of the abortion center workers’ husband arrived in a pickup truck with Texas license plates and began tinkering with the main water line for the building. Even though the building had no running water at least two couples went in for abortion procedures. One was dropped off by a local driver and the other couple arrived in a truck with Texas plates.

    According to N.M. Admin. Code § 8.370.18.32

    “A facility licensed pursuant to these regulations must be provided with an adequate supply of water which is of a safe and sanitary quality suitable for domestic use. Hot and cold running water under pressure must be distributed at sufficient pressure to operate all fixtures and equipment during maximum demand periods.”

    Tara Shaver, spokeswoman for Abortion Free New Mexico issued the following statement,

    “Whole Woman’s Health was operating without running water at their grisly abortion center. Were they seriously not even washing their hands in between abortion patients? Apparently, sanitation is not a main priority for this facility. Any decent business that performs invasive outpatient surgeries would have cancelled appointments until the water was back on. Like most abortion centers, they are not concerned about local laws as they also had an unlicensed employee’s spouse try to fix the main water line which is also a violation of the New Mexico Regulation and Licensing Department’s Construction Industries Division (CID) rules. Women deserve better than abortion, but unfortunately many think that it is their only option. We exist to change that and will seek accountability for substandard abortion businesses that think they are above the law.” 

    Whole Woman’s Health in Albuquerque ends the lives of preborn babies up to 22 weeks of pregnancy. They operate four additional abortion centers across the country. Two women have posted Google reviews stating medical negligence and incomplete abortions that required post abortion emergency medical care to save their lives.

    Albuquerque, New Mexico- On Thursday, July 31, a couple in their early 20’s chose life for their pre-born baby outside of an all trimester abortion center in Albuquerque, NM. The Abortion Free New Mexico sidewalk team prayed with this couple from the Texas hill country, who stated that they had been reading the Bible the night before. All they needed was encouragement to make the right choice. The sidewalk team also gave them the assurance of ongoing help and mentorship throughout the pregnancy. 

    “This is what can happen when we put our Christian faith into action. We rejoice that this couple accepted the encouragement to choose life for their baby, but we shudder to think of what would have happened had our team not been there. Every woman, every couple and every family deserves to know that the pro-life community is ready to walk with them throughout an unplanned pregnancy and that there are resources to meet every need a pregnant mother has. This couple will receive the absolute best mentorship and discipleship on their journey and we look forward to what the future holds for this family,” stated Tara Shaver of Abortion Free New Mexico.

    Currently, the majority of women seeking abortions in New Mexico are from out of state, primarily Texas. Abortion Free New Mexico has over 40 volunteers that reach out to abortion minded women daily at Albuquerque abortion centers.  Most women these sidewalk teams encounter are not aware of the plethora of resources that are available to them. This fact makes a peaceful and supportive sidewalk presence so vital in Albuquerque where there are six abortion centers.

    VINDICATED! SECRETARY OF DEFENSE APOLOGIZES FOR HARMFUL MISCHARACTERIZATION OF PRO-LIFE GROUPS AS DOMESTIC TERRORISTS

    ​Albuquerque, New Mexico- On July 16, 2025 the Secretary of the Army, Dan Driscoll, issued an apology to Operation Rescue on behalf of the Department of Defense. For years the US Army held training seminars that vilified pro-life groups as domestic terrorists, which has been detrimental to the reputations of many pro-life groups including that of Abortion Free New Mexico leaders.

    Here is an excerpt from the letter addressed to the American Center for Law and Justice, which represents Operation Rescue and its President, Troy Newman.

    “Thank you for your April 24, 2025, letter to the Secretary of Defense and to me regarding your client, Operation Rescue. I am responding for both of us.
    ​
    I was troubled to learn that an Army Army antiterrorism and protection training conducted at Fort Bragg, North Carolina had mischaracterized Operation Rescue, National Right to Life, and other pro-life groups as terrorist organizations.

    This characterization was not only inaccurate but also deeply inappropriate.

    Let me be clear, the Army does not consider Operation Rescue, National Right to Life, and other pro-life groups as terrorist organizations.”

     Driscol continued,

    “While I cannot undo the harm that this training caused, I want to offer my sincerest apology to Operation Rescue, National Right to Life, and all pro-life groups negatively impacted by the false characterization of all pro-life organizations made by this training. Please be assured that I am firmly committed to rigorous oversight of all Army training materials to prevent such incidents from occurring in the future.”

    This apology was accepted by Operation Rescue President, Troy Newman but, unfortunately, it appears that the damage has already been done.

    “I am glad to accept the Army’s apology, but the harm this has caused Operation Rescue has been incalculable,” said Newman. Being labeled a terrorist in these troubled times has carried with it a heavy burden on my staff and me.”

    As pro-life missionaries and former interns of Operation Rescue, Abortion Free New Mexico leaders, Bud and Tara Shaver were directly targeted with this deeply harmful misinformation. Not only did Media Matters publish the articles below but groups like the former New Mexico Religious Coalition for Reproductive Choice, now Faith Roots, petitioned the Archbishop of New Mexico to prevent the Shavers from making the state their mission field in 2010.

    “What Media Should Know About The Anti-Choice Group Protest ABQ: Meet The Group That Has A History Of Targeting Abortion Providers, Has Connections To Violent Anti-Choice Groups, And Is Now Feeding Misinformation To A Congressional Panel 

    Bud and Tara Shaver make no secret of their affiliations with Operation Rescue and its leader, anti-choice extremist Troy Newman. In 2010, Operation Rescue issued a press release announcing that it was “sending two missionaries to Albuquerque, New Mexico[.] According to Newman, “The Shavers have been a tremendous asset to Operation Rescue during their time with us and have done some amazing work. … the Shavers will continue to be a blessing to the pro-life efforts in Albuquerque as they work together with established organizations to end abortion in that community.”[Operation Rescue, 6/14/10]

    In a June 20 article, The Washington Times gave an uncritical platform to a newly re-formed New Mexico anti-abortion group, Abortion Free New Mexico (AFNM). This group is the latest venture of longtime anti-choice extremists Bud and Tara Shaver. The Shavers are acolytes of Troy Newman, the head of the extreme anti-abortion group Operation Rescue, which has for years pushed violent rhetoric against, and harassment of, abortion providers. Prior to forming AFNM, the Shavers headed a similar campaign in New Mexico, called Protest ABQ. Protest ABQ operated from 2014 to March 2017 and not only targeted individual abortion providers and clinics, but also deceptively recorded comments made by clinic staff in order to allege wrongdoing. Before concluding the Protest ABQ campaign, the Shavers leaked their baseless information to a congressional panel investigating disproven claims against Planned Parenthood.”

    In the most troubling example, the Democrat Party of New Mexico took these false characterizations more seriously and directly tied our efforts to domestic terrorism:

    At the time, Tara Shaver, spokeswoman for Abortion Free New Mexico issued the following statement,

    “For over 12 years we have served New Mexico as pro-life missionaries and have run a successful pro-life ministry without any acts of violence. We have exposed the graphic truth about abortion and have peacefully sought to bring accountability to an out of control and completely unregulated abortion industry in New Mexico. Our goal is to end the atrocity of abortion while educating our culture to embrace women in crisis who are considering an abortion in order to help them rise above their circumstances.

    For the Democrat Party of New Mexico to publish egregious misstatements with total disregard for the truth and accuse us of being extremists is the height of hypocrisy. It is the DPNM that is extreme in their view as they champion all abortions, even those up to the day of birth.

    We love and value pregnant women from all walks of life and desire to protect them and their pre-born children. We will never waver from proclaiming the truth about the atrocity of abortion and will always stand up for the, ‘least of these’ among us. Our prayers go out to those who support abortion and we hope that those especially in Democrat Party of New Mexico would come to conversion and see how beautiful the gift of life truly is.”

    Abortion Free New Mexico and other pro-life groups have been rightly vindicated by the Department of Defense’s investigation. For over 15 years pro-life leaders Bud and Tara Shaver have led a successful ministry free of violence or terrorism, instead they have lived out the gospel with the aim of building a culture of life in New Mexico.

    ​Albuquerque, New Mexico- President Donald Trump’s “Big Beautiful Bill” passed the Senate and was reconciled and passed in the House and was signed by President Trump on July 4, 2025.

    Bud Shaver, leader of Abortion Free New Mexico issued the following statement,

    “With all the debate surrounding President Donald Trump’s
    ‘Big Beautiful Bill’ defunding Planned Parenthood is the most fiscally conservative policy (even just one year) within it that deserves its passage.  States like New Mexico can’t defund abortion from Medicaid due to a New Mexico Supreme Court ruling. Every policy regarding abortion must be resolved federally. This is a Constitutional Crisis! Why do state lines magically dictate your humanity? Every state (court) in the union is beholden to uphold the equal protection clause of the 14th amendment for their pre-born citizens.

    Throughout New Mexico, several pro-life organizations rallied in support of the key provision of this legislation that will defund Planned Parenthood. Albuquerque, which has become ground zero for abortion tourism, hosted two demonstrations urging the U.S. Senate to defund Planned Parenthood, the nation’s most prolific abortion provider. Over 100 concerned New Mexicans showed up throughout the course of the day including pro-life families with children.

    There currently is no political solution to end abortion in New Mexico due to a Democratic trifecta of total political power in the state by a party that is radically pro-abortion allowing and tax funding, even late-term abortions that are condemned by the majority of Americans. According to Google AI, over 75% of Americans oppose third trimester abortions.

    A significant majority of Americans oppose late-term abortions, with support for legal abortion dropping substantially in the later stages of pregnancy. Specifically, polling data indicates that less than a quarter of Americans believe abortion should be legal in the third trimester.”

    New Mexico currently has no common sense restrictions and our undercover investigation exposed that New Mexico Medicaid would fully cover a third trimester abortion at 37 weeks! 

    ​Despite this shameful reality, on this 4th of July, all of New Mexico abortion facilities are closed!

    Tara Shaver reports,

    “Praise God that all abortion centers are closed for the 4th of July. So far this summer our sidewalk teams have noticed a decrease in women coming for abortions. This is proof that our Texas billboards, daily sidewalk presence and faithful prayers are making an impact.”

    Approximately 83 Abortions Are Performed Every Weekday Across New Mexico

    When asked on social media how many babies lives would be saved by the abortion clinics being closed for even one day, Abortion Free New Mexico responded,

    “Well let’s do the math together.

    ​Our report revealed that according to Guttmacher (leading pro-abortion research and policy organization) there were 20,950 abortions performed in New Mexico in 2023.     ​

    There are 52 weeks in the year. Most of the abortion clinics in the state are only open 5 days a week (some exceptions). Therefore there are 250 killing days a year. 20,950 divided by 250 = 83 abortions are performed each week day across New Mexico. 

    Therefore approximately 83 babies lives will be saved on the 4th of July because the abortion clinics will be closed across the state.”

    Bud Shaver concluded,

    “With Planned Parenthood defunded for even a year, several clinics across the country face closure. While we want Planned Parenthood and all abortion facilities across New Mexico to be defunded and closed permanently just one abortion free day in New Mexico will save approximately 83 babies lives.  On this 4th of July we must remain vigilant in pursuing independence for the most vulnerable in our society, the unborn, who are being deprived of their most fundamental right, that being 
    their very LIFE.”

    ​Albuquerque, New Mexico- Abortion Free New Mexico hosted a Defund Planned Parenthood protest on Saturday June 28, 2025, in conjunction with several other groups in New Mexico. Outside of Albuquerque, the Southwest Coalition for Life hosted one in the borderland of Las Cruces, NM and El Paso, TX which was a united effort with several Texas and New Mexico based pro-life organizations.

    The demonstrations throughout New Mexico were held in conjunction with thousands of other protests all across the country urging the U.S. Senate to pass President Trump’s “One Big Beautiful Bill” which has a provision in it to defund Planned Parenthood. According to Planned Parenthood, if this bill passes 200 of their locations face closure.
